Seamless Handover At Kyenjojo District As New Cao Takes Office

The Kyenjojo District Local Government witnessed a significant administrative transition today marked by the formal handover of office from the outgoing Chief Administrative Officer (CAO), Mr. Amis Asuman Masereka, to the incoming CAO, Mr. Malik Mahaba. Mr. Masereka has been transferred to serve in Mitooma District, bringing his tenure in Kyenjojo to a close.

The handover ceremony, held at the District Headquarters, was attended by district leaders, Heads of Departments, technical staff, and key stakeholders. The event symbolized continuity in public service and reaffirmed the district’s commitment to effective governance and service delivery.

In his farewell remarks, Mr. Masereka expressed gratitude to the political leadership, technical staff, and the people of Kyenjojo for their cooperation and support during his tenure, which started on July 13th, 2023, marking 2years and 10months. He highlighted key achievements realized under his leadership, including strengthened administrative systems, improved service delivery in sectors such as health, education, and agriculture, and enhanced collaboration with development partners.

“It has been an honor to serve the people of Kyenjojo. The progress we have made is a result of teamwork and dedication. I urge the staff to extend the same support to my successor to ensure continuity and further development,” Mr. Masereka noted.

Mr. Masereka also acknowledged the challenges encountered during his service, emphasizing the importance of resilience, accountability, and innovation in overcoming institutional and resource constraints.

He regretted leaving with unfinished business in the District Service Commission, after the death of the Chairperson and a member of the commission, with submissions already made, but not yet approved by the Public Service Commission. He recommended that a Service Commission from another district could be used in the meantime to avoid the risk of losing the available wage.

Mr. Masereka thanked everyone at Kyenjojo for the enabling and conducive working environment accorded to him during his tenure in the district. He thanked everyone for the laid down procedures in Audit and Finance that made work smooth. He requested the same be accorded to the incoming CAO for smooth transition.

The incoming CAO, Mr. Malik Mahaba, in his acceptance speech, expressed appreciation for the warm reception accorded to him and pledged to build upon the foundation laid by his predecessor. He emphasized his commitment to strengthening transparency, improving service delivery, and fostering inclusive development across the district.

“I am honored to take on this responsibility and serve the people of Kyenjojo. My focus will be on enhancing efficiency, promoting teamwork, and ensuring that government programs translate into tangible benefits for our communities,” Mr. Mahaba stated.

He also thanked Mr. Masereka for the good foundation he had laid for him, which will be a stepping stone for his tenure in Kyenjojo.

He reiterated his desire to hold weekly management meetings at the district headquarters to keep apprised of updates from departments, and the monthly Technical Planning Committee Meetings with Lower Local Governments, in various entities on a rotational basis, rather than at District Headquarters.

District leaders, including the Resident District Commissioner (RDC), Mrs. Julian Sarah Ayesiga Muhiira and District Vice Chairperson, Mrs. Grace Atuheire, commended Mr. Masereka for his dedicated service and welcomed Mr. Mahaba to the district. They reiterated their commitment to working collaboratively with the technical team to advance the district’s development agenda. They also thanked the district staff for their support to the outgoing CAO and requested the same be accorded to the incoming CAO for continuity of exceptional service in the district. They promised unwavering support to Mr. Malik as and when needed in implementing government programs in Kyenjojo.

Speaking on behalf of the staff, Mr. Shem Ssekyanzi, the District Production Officer, thanked Mr. Masereka for always encouraging staff to be developmental, encouraging side hustles after official work time, and always guiding staff to interest themselves in government programs, especially micro-scale irrigation, from which most staff who were interested gained.

The handover process included the official transfer of office instruments, documents, and reports outlining the status of ongoing projects, financial performance, and administrative matters. This ensured a smooth transition and continuity in the execution of government programs.

As Mr. Masereka departs for Mitooma District, he leaves behind a legacy of committed public service, while Mr. Mahaba assumes office at a time when Kyenjojo District continues to prioritize improved service delivery and sustainable development.

 The transition underscores the government’s ongoing efforts to strengthen leadership across districts and ensure effective implementation of policies and programs at the local government level.
